Resumo: 

 This proposal brings planning researchers from UIUC and UFC to study the impact a legal framework that recognizes urban marginalized citizens' voice. Brazil is unique in its bold policy to promote inclusion, adopting the Statute of the City which stablished state's duty to provide access to basic resources for all. We will study Fortaleza to examine the extent to which the ability of local actors to move across invited and invented spaces of dialogue play role in explaining policy outcome.
